Finally, we are ready to open the doors once again for a whole week of Public Procurement (PP)! This year, the week will be focusing on new case law, sustainability within public procurement, potential use of AI in procurement procedures and a lot more.
All week long we have an interesting programme with various activities focusing on public procurement. You can join us for a day of workshops, jump on one or both conference days or be a part of the Norwegian or Swedish day. You have the opportunity to seize exactly the things that you want to learn more about.
The scope of NPP ’23 is to give you thorough insight on the implications of the EU Public Procurement Directives, access to the latest research, knowledge and inspiration through relevant case experiences and an update on recent developments in case law of the EU Court of Justice in the field of PP.
We hope to see as many as possible in Copenhagen. But if you are challenged in showing up, the two main conference days will also be available for you to attend online. Just let us know when you are registering that you prefer to join us online. Then we will make sure that you will get the best out of your online experience back home. This session will introduce some of the arguments to be presented in the author’s forthcoming book, co-authored with Professor Luke Butler. This book, The Fundamentals of EU Procurement Law: Towards Coherent Foundations, is targeted for publication in 2024 by Cambridge University Press. In it the authors identify and explore several key related themes which they argue contribute to difficulties in developing the EU procurement rules and applying them in practice and make some proposals to place the regime on a sounder conceptual footing for the future.

The presentation with focus on the specificities of ESA’s procurement framework. ESA as an international organization, is not subject to the provisions of the EU Procurement Directives, to the national procurement framework of its Member States, or to the Agreement on Government Procurement of the World Trade Organisation. As such, ESA has put in place a specific procurement framework, based on the principle that all member States participate in an equitable manner, having regard to their financial contribution, in implementing the European space programme and in the associated development of space technology. Another specificity of ESA’s procurement framework is the three-tier review system to address claims by economic operators: a first claim for reconsideration of the decision by the Agency, a second claim to the Industrial Ombudsman, and a final claim for review by the Agency’s Procurement Review Board.

The hotel has parking facilities with the following price: 275 DKK for 24 hours and 27 DKK per hour.
HOW TO GET THERE FROM THE AIRPORT
The easiest way is to take a train towards the Central Station (Københavns Hovedbanegård). You can buy the ticket in the machines or in the Ticket office in the airport. All major cards are accepted. You need to buy a 3-zone ticket, price 36 Danish kroner. The trip takes about 15 minutes, and you have to get off at the Central Station. From there you walk, and it’s about 700 m to go.
A taxi ride from the airport to the hotel costs approximately 220 DKK.
