Carri is the head of the firm’s Dispute Resolution & Risk Management practice. He has litigated hundreds of matters in the interests of clients.
Carri is an expert on EU law, which includes him being appointed avocat conseil (legal adviser) to the French Embassy in Estonia. He has also defended Estonian government ministries and the City of Tallinn on State issues.
In recent times Carri has also participated in such events as the Nordic Public Procurement Forum, the conference “Public procurement in times of crisis: national experiences” in Tartu, and others.

Dr. Willem Janssen is an Associate Professor in European and Dutch Public Procurement Law at the law department of Utrecht University and a researcher at the Centre for Public Procurement (UUCePP) and the Centre for Regulation and Enforcement in Europe (RENFORCE). His line of research, ‘Public Procurement (Law) for Good’ delves into challenging questions related to sustainable and responsible outsourcing and insourcing in the public procurement (law) context. He is widely recognised as an expert and publishes on this topic in international and Dutch academic journals, is co-host of BESTEK – the Public Procurement Podcast, co-leads interdisciplinary projects ‘Public Interest Ecosystems’ and the ‘Transactional State’, and is a regularly invited speaker on climate change and social injustice.

Kirsi-Maria Magga is a Professor of Public Economic Law at the University of Lapland, Finland. She is a member of the Swedish Competition Authority’s research council, co-lead of the European Procurement Law Group and a former member at the European Commission Stakeholder Expert Group on Public Procurement. Halonen leads research projects funded by the Academy of Finland and Finnish Ministries relating to effective public expenditure, public procurement and security of supply. Professor Halonen has authored many articles and edited research books on public procurement and acts as an editor of European Procurement Law Series (Elgar Publishing) and associate editor of the Journal of Public Procurement.

Šarūnas Neniškis is an associate partner who has been practising law since 2010 advising leading Lithuanian and foreign companies and public entities on complex legal matters in public procurement and PPP areas. His earlier experience in real property, construction, development of infrastructure objects and energy areas allows him to easily understand clients‘ business processes and offer complex, thought-out and expeditiously implementable solutions. Šarūnas also represents contracting authorities and suppliers in public procurement disputes before national courts of all instances. Due to his specialized experience and direct communication with a wide range of professionals, Šarūnas is often invited to share his experience in public procurement events or training for clients.
