10:10 | WORKSHOP: IN-HOUSE TRANSACTION: LOST IN TRANSLATION The CJEU originally conjured up the concept of an in-house arrangement as something akin to an internal delegation, falling outside of the realm of public procurement law due there being no public contract between the parties. From 2014 public procurement directives onwards, an in-house arrangement is a type of a public contract between entities within the public sector, becoming a so-called exempted public contract. We will be exploring whether this was intended by the European legislator and if it leads to different rights and obligations, as well as risks and opportunities for the parties of an in-house arrangement compared the previous regime.
As there has been copious amounts of CJEU practice on public contracts between entities within the public sector, we will also be looking into how this practice has shaped the practicalities of entering into in-house arrangements. How to get from the airport to Copenhagen Marriott Hotel
The easiest way is to take a train towards the Central Station (Københavns Hovedbanegård). You can buy the ticket in the machines or in the Ticket office in the airport. All major cards are accepted. You need to buy a 3-zone ticket, price 36 Danish kroner. The trip takes about 15 minutes, and you have to get off at the Central Station. From there you walk, and it’s about 700 m to go.
A taxi ride from the airport to the hotel costs approximately 220 DKK.
