11:05 | BRILLIANT FAILURES: WORKING TOGETHER, FAILING TOGETHER, LEARNING TOGETHER In his presentation, Paul Iske will introduce the Institute of Brilliant Failures to stress the need to accept risk and learn from experiences with projects that didn’t produce the results people were aiming for. In our dynamic and complex world, failing is not only inevitable, but also an essential learning process. But are we allowed to fail, especially in procurement where failing is not particularly popular? Do we experience and contribute to the required Psychological Safety that is required to take risk and accept different outcomes then expected? Where everyone agrees that we should learn from our failures, no one tells how to do this. The Institute of Brilliant Failures has developed a method and some tools to extract the lessons learned and make it possible to use them at another moment, at another place. By doing so, we are able to develop ‘Failure Intelligence’. Paul Iske, Chief Failure Officer, Institute for Brilliant Failures |

15:45 | ONLINE PRESENTATION: CORRUPTION IN PUBLIC PROCUREMENT, NEW RISKS, NEW SOLUTIONS Both the pandemic and the crisis in Ukraine have forced a reassessment of corruption in procurement — of risks and solutions. Should rapid price increases in a panic market be suppressed, for example — or should enforcement be focused on poor quality products that can kill? In an economy shattered by war, how should a government react — by abandoning traditional anti-corruption protections, or reinforcing them in anticipation of more peaceful times? And how should other governments help? This session will review these new risks and solutions, to assess new pathways forward in the fight against corruption in public procurement internationally. Christopher R. Yukins, Professor in Government Procurement Law, The George Washington University Law School |
