Welcome to the 20th-anniversary edition of the Nordic Public Procurement Forum 2025 (NPP ’25), an annual gathering place for professionals working with public procurement. Join us as we open the doors in Copenhagen, Denmark, for the 20th time for an unforgettable week dedicated to collaboration, innovation and knowledge-sharing.
Throughout the week, you can participate different days with specific focuses. There are five different and thrilling workshops, two main conference days, a lovely conference dinner with Nordic food and special days dedicated to Finland, Iceland, Lithuania and Norway. Each day offers new insights and opportunities and we can’t wait to open up the doors for you.
During the two main conference days we have invited some of the most skilled experts within public procurement. The main conference will focus on a range of interesting topics and we will dive into everything from artificial intelligence, the neuroeconomics of procurement, crisis preparation, public procurement law vs. competition law, buying wisely, negotiations – and Sue Arrowsmith will, as usual, also take us for an exhilarating tour through some of the most interesting cases and aspects of current public procurement law.
We promise there will be something for everyone, and we also promise that it’s going to be pretty fantastic! Why not invite your colleagues to a week of the latest new knowledge and practical experiences from the frontline of public procurement right here in Copenhagen? A city, where you will also be able to make great memories in your spare time with new Nordic cuisine, “hygge” and bicycles all over!
You choose which parts of the program you wish to participate in and how many days you want to join us for. When the full program is up, You can choose from 1 to 5 days and all days are created to provide you with exactly the knowledge you need. Rejection of bidders due to circumstances attributable to subcontractors in previous projects – the Norwegian Road Authority’s casesThis lecture will address the scope of a contracting entity’s discretion to exclude a tenderer based on subcontractor misconduct, in particular cases regarding failure to comply with environmental, social and labour law obligations. This topic was adressed in the Italian Tim SpA case (C-395/18) and in several recent cases regarding large infrastructure procurements carried out by the Norwegian Road Authority. One of the cases involved both Norwegian and Danish labor law and addressed – for the first time – the question of exclusion of a tenderer based on misconduct by a subcontractor not included in the tender. The case has triggered an important discussion on how exclusion grounds will be handled in Norway (and Denmark) going forward.

Buying wisely: learning from case-studies to scale up and buy AI wellThe public sector is continually facing pressures to innovate, institute cost-savings and be more efficient in how they provide services. This has seen a proliferation of AI uses within the public sector. The pressures are felt acutely in local government (in the UK) who provide many front-facing services to communities (including in social care, health and wellbeing, and education and welfare). And in the backdrop of technological developments determining where they are deployed, those tasked with buying new technologies need to be certain of the impacts of their decisions. This talk will explore emerging concerns about doing procurement well, and the additional components necessary to scale up lessons from smaller case studies to the wider public sector.
