As part of the ongoing review of the Public Procurement Directives, a study has been launched to examine the use of Intellectual Property Rights (IPR) in public procurement.
A key element of this study is a survey directed at suppliers.
The survey aims to map how companies respond when a public contracting authority requires ownership of intellectual property rights in documents produced for tendering out public contracts. It seeks to better understand how business responds to such requirements and what are consequences of such requirements for businesses, including their impact on public procurement innovation, competitiveness, and market participation.
Your input is essential to ensure that the study reflects real-world experiences and provides an accurate picture of current practices across sectors.
We invite all suppliers participating in public procurement to share their experience and contribute to this important analysis.
You can take the survey here. It will remain open until 12th of March 2026.
