We have asked Jan to give us a brief introduction and a quick example, so you will know what to expect (and not to miss!).
Jan Telgen is Professor Emeritus of Public Procurement at University of Twente and and Co-Director of the Public Procurement Research Centre. On 17 November he will be moderating Nohrcon’s new Workshop on Multiple Lots – Managing the Tender for Various Winners, where he will demonstrate how combining lots in tenders can keep competition alive – while keeping efficiency high.
“The workshop offers unique options to incorporate in your tender specific economic considerations like: I don’t want to be too dependent on one supplier or I would like to have a second supplier. Think of situations in which lots are the same job in different regions or locations. A simple example could be a gardening contract for all police stations across the country. It is the same over all stations. So every station is a lot and you have as many lots as stations. Suppliers can bid on a s many lots as they want (and can reach from their home address. But you do not want to end up with one supplier supplying to all stations. Instead you want to offer an opportunity to local SME’s. One way of doing so is to demand no supplier wins more than 2 or 3 stations (lots). This is the situation we address at the workshop.”
Jan Telgen, PhD, is Professor Emeritus of Public Procurement at the University of Twente, the Netherlands. He also has extensive experience in consulting on Public Procurement as a partner in PwC, and CEO of Significant and the Public Procurement Research Centre. His scientific work has been recognized with various awards and prizes.
Besides moderating the Workshop on Multiple Lots – Jan will also be moderating the Workshop on Award Methods: Determining the Best Bid 2025, 18 November at Nordic Public Procurement Forum 2025 in Copenhagen, Denmark.
