The European Commission has published a facts-based summary of the responses received in its public consultation for the evaluation of the EU Public Procurement Directives. 733 responses, 3 directives, a massive reality check—and a few surprises…
“The purpose of the consultation is to collect high-quality, in-depth evidence, information, data and feedback on how Directives 2014/23/EU, 2014/24/EU and 2014/25/EU have performed. It also aims to determine whether the directives remain fit for purpose, appropriate and sufficient to meet the EU’s policy objectives.”*
The directives are under the microscope, and the new report lays out the hard facts from the public consultation responses.
Digitalisation divides: While 57 % of businesses report less red tape thanks to eProcurement, only 40 % of contracting authorities agree. The same split applies to speed (52 % vs. 34 %). See the graphic below.
Competition is lagging: 46 % see no extra competition in the market, and half believe too many contracts are awarded on price alone.
The green gap: 56 % of authorities feel the rules help them buy greener, whereas 46 % of companies say the opposite—a clear sign of differing incentives along the procurement chain.
Resilience under strain: Nearly half (49 %) doubt the rules are robust enough to secure the EU’s strategic autonomy or to handle supply-chain crises.
The Commission is continuing its work and expects to publish its final evaluation of the directives in September 2025. Stay tuned—new proposals could fundamentally reshape the way we buy across the EU.
